The elimination of violence and harassment in the world of work: ILO Convention No. 190

Abstract: Decent work includes, that there is no violence or harassment at the workplace. The Centenary Declaration of the International Labour Organization (ILO) therefore stated its objective of a world of work free from violence and harassment in 2019. A significant international treaty was then agreed at the International Labour Conference in the same year. The most recent ILO Convention No. 190 deals with the elimination of violence and harassment in the world of work, thus supplementing the Council of Europe Convention on preventing and combating violence against women and domestic violence. That not only provides a globally applicable definition of sexual violence and harassment; parts of the ILO Convention even transcend existing EU law laid down in the anti-discrimination directives and provisions of national law in most countries, e.g. the German General Equal Treatment Act (Allgemeines Gleichbehandlungsgesetz; AGG). A contribution to the handbook would introduce the treaty, discuss unresolved issues and the transposition into national law, using the example of Germany.
