Municipal services for migrants and refugees in the COVID-19 period

Abstract: According to the Presidency of Migration Management, Türkiye hosts over 3.1 million registered Syrian refugees and has hosted the largest number of refugees in the world since 2014. The majority of Syrians under temporary protection reside in cities. As of April 4, 2024, Istanbul is home to 530,568 Syrians under temporary protection and ranks first among the list of provinces where Syrians reside in Türkiye. Local governments provide services for migrants and refugees through their social assistance mechanisms and social cohesion activities. However, migrants and refugees have become more vulnerable during COVID-19. The purpose of this chapter is to analyze the municipal activities towards migrants and refugees during COVID-19 in Istanbul. The services carried out by the municipalities were scanned through their websites. The findings of the survey conducted with the municipal representatives, consisting of the relevant deputy mayors, heads of departments, and experts during the period of May 14–October 16, 2020, were included.
