Abstract:
This chapter provides for a brief account of the concept of harmonisation. It also fleshes out three areas which have influenced all chronological stages of the harmonisation process of the economic right of communication to the public, including the right of making available to the public. These three areas concern the following: the reluctance of nation-states to harmonise laws; the different gradual forms that harmonisation can take; and the need for an explanation of what exactly we are harmonising and for what purpose.
