Chapter 11 in Institutions of Global Governance, 2025, pp 201-222 from Edward Elgar Publishing
Abstract:
This chapter provides a snapshot of the current state of global climate governance. The chapter begins by outlining the key objectives of global climate governance – to mitigate global warming and to deal with its impacts through adaptation and loss and damage mechanisms – including brief reflections on why the international community has struggled to make sufficient progress across each of these objectives. It then provides a short overview of the historical development of the global climate change regime, with a focus on the Paris Agreement, its key design features, and prospects for implementation. This is followed by a summary mapping of the various actors involved in global climate change governance, highlighting the opportunities and limitations presented by an increasingly polycentric and complex public–private global climate policymaking regime.
