The challenges of governing sustainable development through goals: prioritization and coordination in Europe and Southeast Asia

Abstract: This chapter discusses the challenges of governing sustainable development through goals in a multi-level governance arrangement with a specific focus on prioritization and coordination. It argues that the success of the UN Sustainable Development Goals (SDG) depends on the ability to address these two problems. The analysis focuses on two supra-national regional organizations, the European Union (EU) and ASEAN. Using the case studies of the most advanced regional organizations, the EU and ASEAN, this chapter finds that goals prioritization occurred in both the EU and ASEAN, with SDG 8 on Decent Work and Economic Growth as the most prioritized and SDG 2 on Zero Hunger and SDG 6 on Clean Water and Sanitation as the least prioritized in both regions. However, there are also goals that are prioritized in ASEAN but not in the EU and vice versa. In essence, goal prioritization in both regions is not in line with the priorities of their member states. To deal with this problem, the EU and ASEAN have developed various regional coordination mechanisms. While horizontal coordination is more challenging for ASEAN, vertical coordination is more challenging for the EU.
