Chapter 3 in Institutions of Global Governance, 2025, pp 44-64 from Edward Elgar Publishing
Abstract:
This chapter analyzes the essential institutional features and developments in contemporary global governance with the aim of identifying the procedures and characteristics of global policymaking and the challenges associated with it. Global governance involves multiple institutional arrangements and numerous actors who work towards trans-boundary policymaking. Despite several theoretical perspectives, there is a consensus that a distinguishing feature of global governance is the ability to exercise authority beyond the nation state. This authority is carried by intergovernmental organizations (IOs) that play a crucial role in shaping global policies. Therefore, the chapter first explores the exercise of authority by IOs across different thematic issue areas and policy functions, using data from the International Authority Database.
