Conclusion: multilevel governance in times of political polarization

Abstract: The concluding chapter summarizes arguments for rethinking multilevel governance. It explicates its ambivalence given the growing polarization of national and international politics and the increasing divides between communities, territories, states and macro-regions of the world. Drawing on the different analytical approaches applied in this book - actor-centred, institutionalist, society-centred or policy-science approaches -, we find reasons why multilevel governance can fuel political polarization, but also why it can work and mitigate confrontations of actors or governments. Against all odds and despite its ambivalence, only multilevel governance can prevent further polarization, confrontation and deadlocks. Scholars should therefore search for ways to make multilevel governance adaptable, sustainable and resilient.
