Abstract:
This chapter sets the conceptual scene for exploring the effects of advanced information technologies on public decision-making and fundamental rights protection in the EU. The chapter first goes through some common uses of the different terminologies. Then, the discussion provides a broader background to the importance of information in European public decision-making, exploring the historical development of information cooperation from the means of assistance to a decisional asset. The chapter then defines the new prevalent type of European public decision-making - semi-automated decision-making - and illustrates its dynamics on the example of decision-making in the EU’s area of freedom, security and justice.
