Norway in a changing High North

Chapter 2 in Norway’s Arctic Policy, 2023, pp 16-21 from Edward Elgar Publishing

Abstract: In the years from 2013 to 2021, when I was the Norwegian Minister of Defence and subsequently the Minister of Foreign Affairs, I would be asked to describe the strategic significance of the High North to foreign colleagues, and to explain why it is Norway’s most important strategic sphere of responsibility. In reply, I would start by turning the map upside down. If one views the High North itself from the north - from the top of the globe rather than from the south - the perspective completely changes. At once, certain things become more obvious: the sheer size of Norway’s ocean area; how Arctic geography is connected; how far it stretches; and, not least, Norway’s key strategic position in this picture. This chapter is written by former Norwegian Minister of Foreign affairs and Minister of Defence, and current Chair of the Norwegian Parliament’s Standing Committee on Foreign Affairs and Defence.
