Abstract: This entry discusses an innovative yet contested policy tool known as “regulatory shaming,” which communicates businesses’ non-compliance and poor ethics to the public as a norm-enforcement mechanism. The discussion encompasses regulatory shaming's conceptual framework, rationales and mechanisms, representative examples from various sectors, jurisdictions, and contexts, effectiveness, and legal considerations. It draws on the growing body of literature on regulation by shaming in disciplines such as public policy, law, economics, environmental studies, and regulatory studies, while also offering further reading.
