The ranking craze: journals

Abstract:
Four approaches are used to rank journals in terms of the elusive term “quality”. These approaches are (i) citation-based ranking, (ii) opinion-based ranking, (iii) market-based ranking, and (iv) download frequency-based ranking. Each one of these approaches has its weaknesses, making the process of ranking or classifying journals rather hazardous with adverse unintended consequences. In terms of costs and benefits, the least appealing approach should be the opinion-based approach. Because of the cost involved in administering a full-fledged survey, the number of people surveyed may be small and the underlying sample is far away from being representative, producing biased ranking. In practice, official journal ranking schemes are not even based on small and unrepresentative samples. Ranking is rather based on the opinions of a small number of committee members put in charge by some authority.
