Chapter 6 in Rethinking Neighborhoods, 2024, pp 113-131 from Edward Elgar Publishing

Abstract: The core of the chapter examines the question of whether residential moves bring gains in neighborhood quality and status, and for whom. I question the frequently expressed narrative of ‘stuck in place,’ that low income and minority households have universally limited opportunities for upward mobility and are constrained in their residential choices. As in so many issues of neighborhood studies, there are competing agendas in trying to understand why, and how, places may matter for family and individual outcomes across the urban mosaic.
