Abstract:
This chapter discusses the idea of development in a historic context. It traces the evolution of development ideas and their policy implications. It explains that development is concerned with economic and social progress and how best to achieve this goal. Its original concern with growth through industrialization in the Global South has been augmented with a broader and more nuanced interpretation which focuses on redistribution, gender, the environment, rural conditions, popular participation, and climate change. However, key elements like economic growth, promoting people's welfare, and fostering equity remain central to the field. It concludes by arguing that social protection can be effectively integrated with development to achieve these ideals.
