Social protection and development: challenges and policy responses
James Midgley
Chapter 7 in Social Protection and Development, 2026, pp 148-170 from Edward Elgar Publishing
Abstract:
This concluding chapter discusses the challenges facing social protection. These include the question of formulating a coherent theoretical approach for social protection and development. To achieve this goal, it offers an account of welfare developmentalism which provides an encompassing normative framework for the field. Social protection also faces numerous policy and administrative challenges. In addition, it faces resource challenges that must be met if it is to cover those with financial needs. Despite these challenges, the chapter notes that social protection has already achieved a great deal and that it is likely to further enhance its role in fostering economic growth, promoting welfare and achieving equity.
