Why we dont learn: COVID's impact on cities architecture is not being considered in new building developments

Chapter 3 in The Impact of COVID on Cities and Regions, 2023, pp 32-44 from Edward Elgar Publishing

Abstract: The lockdown experience has highlighted a number of relevant problems of the Italian residential environment. In particular, it pointed to the lack of resilience of the dense urban fabric of the second half of the 20th century. This recognition could activate a transformation of residential systems and reduce the future risk of catastrophe. The tools adopted for recovery, however, are not taking these lessons into account, and the effects of the choices made may increase the vulnerability of the country’s housing systems. The chapter develops a comparison between an overview of critical issues and a case of good local development to highlight different lockdown experiences. Afterwards, it analyzes separately the three main recovery tools activated and their conflict with what is suggested in the post-COVID recovery literature.
