Emerging mobilities and sustainable transport policy directions in Hong Kong

Abstract: Recent progress in transport technologies and service models has seen the arrival of a wider selection of mobility tools to manage evolutions in the urban environment and ever-growing transport demands, offering policymakers more options for realising policy goals concerned with sustainable transport development. However, not every city is ready to embrace the arrival of new and emerging mobilities. This chapter focuses on six emerging mobilities in the context of Hong Kong, including clean fuel vehicles (electric vehicles and hydrogen fuel cell vehicles), autonomous vehicles, electric micro-mobilities (e-scooter and e-bikes), bike-sharing, ride-hailing, and mobility as a service (MaaS). After reviewing several policy documents addressing sustainable transport development in Hong Kong, we highlight the policy goals and show how emerging mobilities can facilitate the achievement of these goals. For each of the six emerging mobilities, we report implementation statuses in Hong Kong, present the latest government programmes, policies and financial incentives, and identify policy gaps. Then, we propose a framework (GISEA: Greenness, Inclusivity, Safety, Efficiency, and Accessibility) to evaluate the impacts of emerging mobilities on the UN's Sustainable Development Goals (SDGs). We conclude the chapter by stressing the importance of policymakers designing policy guidelines that align emerging mobilities with the SDGs.
