Road safety in Israel: an examination of priority interventions on the national road network toward Vision Zero

Abstract: Abstract: Recent international developments in road safety promote “Vision Zero” and the Safe System Approach. Following such developments, it was decided in Israel to outline a national road safety program (NRSP) targeting a 50% reduction in fatalities and serious injuries in the next decade. This paper describes the analyses conducted regarding the national non-urban road network to select priority interventions in road infrastructure. The examinations comprise a combined analysis of accident and infrastructure data to identify leading safety problems; a critical summary of international findings on safety effects of road infrastructure measures; and consequent evaluations of expected savings in severe injury at the national level. The results indicated a set of infrastructure interventions, with highest expected injury reductions on the national non-urban road network, which would support the safety targets. The study showed a practical way for performing evaluations supporting the development of an NRSP based on international knowledge and empirical data.
