Chapter 2 in Housing and Human Rights, 2026, pp 22-45 from Edward Elgar Publishing

Abstract: This chapter sets out the contexts within which housing is experienced. These include: the land on which housing sits, and how we have come to inhabit it, as well as how people are excluded from it by the legacies of colonialism, ongoing violence and forced displacement; the built environment, and the regulations of planning and zoning; the political economy within which housing lies (a political economy of waning welfare states, the rules and practices of international development agencies, and housing financialization); and the threat of human induced climate change and other human actions that are pushing us beyond planetary and ecosystem limits. The purpose of the chapter is to lay the groundwork for understanding the challenges that beset the realization of adequate and safe housing for everyone.
