Public-private partnerships and regional transformative innovation policy in the US

Abstract: This chapter explores the role of public-private partnerships (PPPs) in transformative innovation policy (TIP) in the US from a regional innovation ecosystems perspective. We argue that PPPs are essential instruments for implementing TIP to strengthen regional innovation ecosystems while contributing to broader societal goals. The US government has increasingly implemented PPPs at multiple levels to pursue benefits beyond technological and economic growth. After reviewing the literature considering PPPs as instruments of innovation policy, we present two examples: the National Science Foundation's Regional Innovation Engines (NSF Engines) at the federal level and Georgia's Partnership for Innovation (PIN) at the state level. Both programs provide direction for change and target socio-technical challenges embodying TIP principles. As multi-level policies, they illustrate the importance of PPPs for strengthening regional ecosystems toward TIP goals. While this chapter focuses on the US, our evidence suggests PPPs are a promising approach to addressing global challenges through TIP.
