Strengthening inclusive innovation systems: analysis of the Western Cape's economic development activities

Abstract: Global inequality persists despite poverty reduction, in part because traditional innovation systems often marginalise disadvantaged communities. This chapter explores how regional innovation systems can be reorientated to promote inclusive growth, using the Western Cape Department of Economic Development and Tourism (WCDEDAT) as a case study. We introduce a linking grid tool—a matrix that maps departmental programmes against traditional and inclusive innovation system functions—to explore their contributions to inclusivity and systemic transformation. The analysis shows how WCDEDAT combines mainstream economic initiatives with targeted support for marginalised groups, including enterprise development, skills programmes, and local economic partnerships. We highlight how certain programmes foster entrepreneurial activity, legitimacy, and knowledge diffusion with an inclusivity lens. The chapter offers practical insights for policy-makers on using innovation systems thinking to design equitable, regional development strategies.
