Regional transformative innovation policy towards green development in China

Abstract: The global techno-economic paradigm shift toward low-carbon development is presenting both challenges and opportunities for subnational regions. China has established ambitious low-carbon strategies, compelling its local governments to integrate environmental sustainability into their regional innovation policies. Most regions are increasingly prioritising green industry development as a strategic pathway, with the aim of not only bringing economic benefits but also aligning with national low-carbon objectives. By presenting cases of two latecomer cities—Dezhou (China's solar city) and Ningde (capital of lithium batteries)—this chapter illustrates the motives, practices, and challenges of green industry development at the regional level in China. While many green achievements have been made, structural challenges such as fragmented governance, homogeneous regional competition, and overemphasis on the supply side are posing significant hurdles for China's further green development and just transitions.
