Embedding sustainability transitions in Catalonia's smart specialisation strategy

Abstract: This chapter examines how Catalonia has integrated sustainability transitions within its Smart Specialisation Strategy (S3). Catalonia's RIS3CAT strategy employs a socio-technical perspective and transformative innovation policy approach to address localised sustainability challenges. Central to this strategy are Shared Agendas and the Opportunities Discovery Mechanism, which foster local and regional partnerships across governance levels. The Catalan model bridges top-down policy goals and bottom-up initiatives by creating a dynamic environment for local stakeholder engagement and shared ownership. With portfolios that transcend single programmes, the model mobilises diverse policy instruments, fostering alignment across governance levels and between policies. The approach demonstrates how regional authorities can use S3 as a platform for developing place-based transformative innovation policy (TIP) with a strong directionality towards sustainability goals. The Catalan case offers valuable insights for other regions, highlighting the importance of political support, capable regional leadership and patience in a continuous exploration of place-based development opportunities.
