The potentials for government-foundation partnerships to address public sector challenges in the twenty-first century

Abstract: Philanthropic foundations demonstrate an important component of government privatisation by leveraging philanthropic giving and social entrepreneurship to address public projects and services in areas that are often underfunded by government. This chapter presents an overview of the strategic advantages of foundations in addressing social problems as well as an overview of trends in philanthropic giving over time. The potential advantages and challenges of public-private partnerships (PPPs) with foundations are also explored, including the potential challenges to accountability and goal alignment government leaders can face in working with foundations. Three case vignettes of PPPs with foundations are presented to illustrate key lessons in partnership management, including the potential value of expanding public involvement and community outreach, showcasing the broad societal benefits of private investments, and demonstrating the positive impacts of government-foundation collaboration.
