Energy innovation in the United States of America

Abstract: This chapter applies a systems lens to interpret the impact of changes in federal policy in the early 2020s on energy innovation in the United States, with a particular focus on technologies for greenhouse gas emissions reduction. The chapter first briefly reviews the systems of innovation literature, deriving a set of broad functions that shape the performance of national energy innovation systems. The chapter then puts forward empirical indicators that measure these functions, albeit imperfectly, in the United States in the period before the policy changes. The next section outlines the policies and assesses how they might affect the systems’ performance in the future. The chapter goes on to consider spillover effects from the United States’ innovation system to the rest of the world.
