Chapter 9 in Public Sector Technology Transfer, 2024, pp 131-135 from Edward Elgar Publishing

Abstract: Chapter 9 presents systematic empirical evidence about SBIR mills using SBIR project data. Using patent data from SBIR projects, empirical evidence is presented that firms defined to be mills are associated with more patents, holding constant the age of the firm, that the other firms.
