Technology assessment for health and care

Abstract: Scientific and technological progress in medicine has led to a considerable extension of the human lifespan and to quality of life. At present, this story goes on, e.g. by making use of digitalization and robotics, biotechnology, genetic editing and nanotechnology in healthcare. New technology, however, often lead to debates, frequently also to conflicts because of different values. This is the case, e.g., for the handling of stem cells in medical research and the use of robots in the care sector. While these developments remain in the classical ethos of health and care, the debate about the ‘technical improvement’ of humans goes beyond and raises new questions. Technology Assessment (TA) shall provide orientation to opinion-forming and decision-making for the design of relevant health and assistance technologies and their responsible use. This chapter provides an overview of (Health) Technology Assessment in current fields like digitalization in medicine, care robotics and human enhancement.
