Parliamentary technology assessment (PTA) in Latin America

Abstract:
A review of eighteen parliaments of larger Latin American countries shows that at least ten of them have parliamentary advisory offices and four have developed TA-like practices as part of their regular functions: Argentina, Brazil, Chile and Mexico. When analysing the results and methods of the oldest offices (Brazil since 1993 and Chile since 2006), they developed TA-like documents and processes without a theoretical background of technological assessment, probably in response to complex political issues arising from climate change and the advancement of new technologies. Subsequently, the offices of Mexico since 2016, which is no longer functioning but whose functions were taken over by in-house departments of traditional studies, and Argentina, since 2022, have PTA concepts in their founding statutes. Other parliamentary offices have traditional, statutorily based advisory boards.
