Viewing technology assessment as science advice

Abstract: Technology assessment (TA) has been evolving as a research-based and anticipatory field of scientific policy-advice for more than fifty years, based on historical experiences at the interface between science and politics. While TA was implemented first at the parliamentary side of democratic states, it is also used by institutions of the executive and becomes, increasingly, part of international assessments, for example in the fields of climate policy and energy. In this chapter, we will focus on how the practice of science advice can inform our approach to technology assessment. On this track, we will start by referring to early examples of science advice in history. After WWII, science advice was systematically installed, first at the level of think tanks, then also in legislatures. We will briefly sketch the development of TA as science advice, note specific requirements and challenges, and finally describe roles of TA in science advice.
