Leadership, prevention, and the mental health side of downsizing

Chapter 6 in A Concise Guide to Corporate Downsizing, 2025, pp 204-225 from Edward Elgar Publishing

Abstract: This chapter is a longitudinal study of a major U.S. military downsizing, restructuring, and closure process in the U.S. Department of Defense, which began on July 13, 1995, when President William J. Clinton sent the BRAC ’95 Order to the U.S. Congress. Included on the list was the San Antonio Air Logistics Center at Kelly Air Force Base, Texas. The process concluded at Kelly AFB on July 13, 2001. The overall downsizing process is detailed by an embedded organizational psychologist. A unique aspect of this case is the emphasis placed on the mental health dimension of the process from the outset, which resulted in significant individual and organizational benefits. The mental health intervention drew on the public health notions of prevention. While most downsizing research focuses on the corporate sector, this case is additionally unique in focusing on the government sector, offering a government sector benchmark in the downsizing literature.
