Science, technology and innovation policies in the European Union: paradigm shifts

Abstract: This chapter delineates the evolution of science, technology and innovation (STI) policies within the European Union (EU) from their inception in the 1960s to the present. It aims to illustrate the shifts in strategic objectives embedded within the EU’s STI policy framework, responding to evolving paradigms and ideas in STI policy. The research elucidates the broadening focus of EU STI policy over time, transitioning from intergovernmental agreements and programmes to encompass aspects of innovation, entrepreneurship, regional development, and, ultimately, addressing green and societal challenges. Consequently, this research posits that EU STI policy is aligned with the overarching trends and paradigms observed in global STI policy, which traditionally evolves through three distinct stages. Furthermore, the EU has not only mirrored global trends in STI policy but has also actively contributed to shaping them through its diverse strategies, programmes and funding mechanisms. As a result, the EU has exercised influence not only over the STI policies within its member countries but also across a multitude of other nations.
