Abstract:
Fiscal and financial policies are important tools to reduce energy consumption and meet greenhouse gas emissions targets worldwide. The Chinese government has committed to a vision of a decarbonised economy with ambitious carbon neutrality targets. This chapter examines the development of the electric vehicle industry as a case study to understand the effectiveness of China's public financial tools in saving energy and reducing greenhouse gas emissions. It finds China's energy consumption and greenhouse gas emissions have been significantly alleviated, given strong leadership from the top, institutional restructuring initiatives, policies and increases in public spending. The chapter also discusses several challenges China may face in financing the emission reduction objectives in the future.
