Abstract:
Chapter 10 discusses the Chinese city under Xi Jinping's leadership. Xi ascended to the top position when China's political and economic development reached a crossroads, coinciding with the peak of its economy and its deepest integration into the world in history. However, the land-driven growth model permitted local governments to borrow excessively while rent-seeking behaviour spread widely among officials. Nonetheless, Xi remained optimistic about realising the Chinese Dream of placing China in a central position on the world stage. He rolled back Deng's reforms regarding the two-term limit of office tenure, the collective leadership principle and liberal economic policies. He emphasised the importance of centralised control to harness the benefits of a whole-country system (juguo tizhi) by concentrating nationwide effort and resources on key national undertakings. Xi's leadership has altered the Chinese government's behaviour in international politics. The COVID-19 pandemic exacerbated economic stagnation and unemployment. The intertwining effects of decoupling from the West and domestic economic stagnation rendered China's rapid growth model obsolete, causing Chinese cities to lose their growth momentum. Although the cascading effects on jobs, income, and living expenses have yet to be systematically assessed, it is evident that the New-Type Urbanisation policies and the millennium projects have not yet yielded substantial results.
