Abstract:
Investment in agricultural research and development is required to increase productivity. There is general agreement that agricultural science suffers from chronic underinvestment. The reasons for this underinvestment are explored. Suggestions are made regarding how to tap new sources of funding for agricultural research and development and a strategy for increasing investment is developed.
