Introduction to the Handbook on Electricity Regulation

Abstract: This chapter serves as the editors’ introduction to the Handbook on Electricity Regulation. It introduces the 21 expert chapters that follow. These chapters focus on the formally regulated parts of the electricity sector. They cover network regulation, the role of economic regulators and the regulation of retail electricity. The chapters are organized in three sections: the first focuses on where we are now; the second on where we are going, notably with the energy transition; and the third on non-OECD countries. Parts I and II focus on the US, Great Britain (GB), Australia and the European Union (EU) as this is where the most oldest and most sophisticated economic regulation of electricity has emerged. Part III turns the attention to developments in India, China and Lower Middle Income Countries (LMICs) more generally.
