Abstract:
In the next two decades, electricity will make up an increasing share of the energy use, a significant proportion of which will be from sources other than fossil fuels. This chapter explores the role of federal, regional, and state regulatory initiatives aimed at meeting decarbonization and reliability goals. It addresses several key topics: How to meet system adequacy standards in an environment dependent on intermittent renewable generation? How will states regulate growing investment in demand responses and new storage systems? How will federal and state regulators accelerate the permitting and siting of new transmission and distribution systems? Can the United States meet its decarbonization goals without establishing a strong national electricity planning process that gives states and regional entities a strong voice but not complete control over whether certain transmission lines would be built? In addition, this chapter assesses the efficacy of retail rates in meeting the needs of the energy transition.
