Regulation of hydrogen networks and potential market structure

Abstract: Governments in Europe and the United States are planning for low-carbon hydrogen and hydrogen-based derivative fuels to play a significant role in the global energy transition, and regulations to govern hydrogen transport and market structure are in development. This paper seeks to provide policy options for hydrogen regulation on these topics, informed by lessons learned in previous experiences in natural gas and oil transport and market regulation. First, it reviews definitions of low-carbon hydrogen and how they factor into the decarbonisation plans of several governments in Europe and the United States. The paper then examines hydrogen pipeline regulation that has begun to emerge in Europe and what pipeline transport regulation could emerge from the United States. Finally, it provides potential business models and market structures for low-carbon hydrogen.
