Leading across boundaries: system leadership and social care
Richard Humphries
Chapter 8 in Research Handbook on Leadership in Social Work and Social Care, 2025, pp 102-112 from Edward Elgar Publishing
Abstract:
This chapter offers a policy perspective on the changing role of the Director of Adult Social Services (DASS) in England, including the shift from purely organisational to system leadership. It describes the wider policy, legislative, and organisational shifts that have shaped how the role has evolved. Alongside managerial and organisational leadership, the potential for complementary professional leadership through the creation of the Principal Social Worker role in local authorities is highlighted. The chapter concludes with a summary of learning points for other countries in considering their approach to leadership development in long-term care systems.
