United in sanctions? Some observations on the EU practice of ‘restrictive measures’ in the face of the Russian aggression against Ukraine

Abstract: This chapter will - after briefly addressing the blatant illegality of the Russian invasion of Ukraine [A.] - offer an overview of the sanctions imposed by the EU, particularly in the aftermath of the full-blown Russian invasion of Ukraine [B.]. In a further step the international legal rules governing sanctions will be sketched and the compatibility of the present EU sanctions regime with those rules will be tentatively examined [C.]. Subsequently, the contribution will depict the basic determinants of the legal framework governing sanctions - ‘restrictive measures’ - within the EU [D.]. Building on previous major findings, some thoughts on the effectiveness of the EU sanctions practice will be shared [E.]. The chapter will close with a short reflection [F.].
