Environmental feedback mechanisms and state responsiveness

Chapter 22 in Handbook on Climate Change and Environmental Governance in China, 2024, pp 375-394 from Edward Elgar Publishing
Abstract:
The resilience of China’s political system is partly due to its ability to adapt and respond to public needs, particularly in environmental governance. This chapter examines the environmental feedback mechanisms in China, exploring how public preferences are integrated into policymaking. It emphasizes that understanding these mechanisms is crucial for evaluating state responsiveness. The chapter reveals a trend towards “hyper-responsiveness”, where the state selectively addresses specific environmental issues and grievances of certain population groups. This approach enhances the perception of immediate responsiveness but may neglect broader, long-term environmental challenges.
