Guimarães 2030: pioneering a circular economy for climate neutrality

Abstract:
Guimarães, Portugal, is committed to climate neutrality by 2030 and focuses on fighting climate change and placing the debate on sustainability firmly on the municipal agenda. The Guimarães 2030 Governance Ecosystem, implemented in 2013, is a bottom-up, inclusive, and permanent governance model essential to increasing circularity and waste management efficiency. The authors’ model links municipal government, citizens, universities, and the private sector. Creating the innovative Landscape Laboratory strengthened this strategy with evidence-based decision-making. Recognizing the importance of circular economy and waste management, Guimarães is committed to being a Zero Waste City and is leading by example by implementing several projects that can inspire other cities to reinforce their climate journey. These projects resulted in reducing single-use plastics, waste valorisation, home composting and food waste. Cities are essential in transforming from the local to the global level. Guimarães has shown how important the implementation of a regional strategy for the Circular Economy is and the investment in environmental research and education.
