Data and tools for circular building strategies at the municipal level: case study of Rennes Métropole

Abstract: The circular economy for the building sector is considered by the European Commission as a priority. In a context of ongoing urbanization, cities play a central role in the implementation of these circular strategies. However, they need data and assessment tools to support their decision-making process, and measure and monitor their choices. This chapter aims to describe how these data and tools are concretely applied by the local stakeholders involved in urban development and how they enable (or not) a circular building sector. The chapter presents the case study of Rennes Métropole in France by describing the development and use of two tools at the urban and the project levels. Then, the chapter highlights the limitations and challenges of the development of data and tools to support a circular building sector that go beyond the technical aspects and are related to governance, economic and social issues.
