Understanding and avoiding strategic traps in circular economy transition for cities

Abstract: Circular economy roadmaps are a useful planning tool for cities to transition from a linear “take, make, waste” approach to a circular model that prioritizes durability, reuse, remanufacturing, and recycling. These roadmaps are typically designed to address the main challenges for making the circular economy feasible, viable, desirable, and well governed. However, cities may unintentionally encounter strategic traps or unexpected pitfalls during the planning process that may hinder the roadmap implementation. This chapter analyzes 78 academic papers and 49 circular economy roadmaps to identify 22 strategic traps that cities may face when developing their roadmaps. By highlighting these potential pitfalls, its contribution to this book is to empower local governments and policymakers with the knowledge to enhance the effectiveness of their circular economy initiatives.
