Towards an inclusive circular economy: spatial flows of e-waste through the informal sector

Abstract: This chapter presented the spatial flows across regions in China to highlight the division of labor between the informal sector and formal recycling plants evolving during the state-driven formalization of the e-waste recycling system. Using provincial data of formal e-waste recycling plants in China, this chapter quantifies the contribution of the informal sector to e-waste transportation at the national level, revealing the deep conflicts between market mechanism and public intervention in the evolvement of e-waste governance structure. With a spatial interaction model, the interregional flows of e-waste were quantified to illustrate the change of spatial pattern of this network due to the introduction of the formal Waste Electrical and Electronic Equipment (WEEE) regulation in China. The finding was adopted in the e-waste management policy to optimize the regional allocation of e-waste recycling infrastructure in China.
