Abstract:
This chapter provides an overview of human capital in the Canadian context. Key themes in the chapter include the strong role of the unions in training and development, an evaluation of the present training and education system and associated regulation. Due attention is accorded to on-the-job training, including apprenticeships. This is complemented by a look at the role of immigration in plugging gaps in skills and capabilities. The consequences of changes in immigration regulation and in Canada's place in the world are evaluated. The latter includes the likely effects of recent trade wars with the US, and the challenges of building capabilities from within.
