Human capital in France: insights on the impact of geopolitical tensions

Abstract: This chapter focuses primarily on the conflict between left and right on the French political spectrum regarding the development of human capital in this country. Moreover, it deals with the relations with its neighbours and other powers in the world affecting human capital development. The insights include both historical legacies and emerging diplomatic realignments in light of the Russia–Ukraine conflict and evolving EU dynamics. In doing so, it also considers the broader geopolitical context of 2024–2025, marked by increasing international fragmentation, trade tensions, and rising populism, which add complexity to France's strategic positioning. Thus, following the theory on neoclassical realism, to understand how the international relations and its own political standpoint influences its economic growth through human capital development, we identify key strategies for each of the domestic factors crucial to deal with the human capital field. Specifically, this chapter focuses on technological, international, educational and political strategies.
