Chapter 14 in Handbook of Teaching and Learning in Social Innovation, 2026, pp 225-232 from Edward Elgar Publishing
Abstract:
This chapter analyzes the case of the Comprehensive Qualification and Employment Program (PICE, Programa Integral de Cualificación y Empleo in Spanish) as an example of good practice in social innovation. PICE is aimed at improving the employability of young people not in employment, education, or training in Spain. This program includes innovative training actions, providing participants with both job-specific and transversal skills that can be useful throughout their careers and lives, as well as fostering stronger community and family bonds. The program also exemplifies social innovation by creating relationships with non-traditional educational actors, in this case the Chambers of Commerce. PICE's success is attributed to three factors: its holistic approach, combining different skills; its flexibility, as it is designed at the national level but implemented and tailored at the local level; and its closeness to the business world, matching training and skills with the demands and trends of the local labor market.
