2016 Colombian peace accord: inclusion, design and implementation

Abstract: This chapter assesses the degree to which the 2016 Colombian peace accord is fulfilling its ambitions to reverse widespread violence and enable deep social change for the most vulnerable communities. It first reviews the current state of peace accord implementation research and traces the specific modalities of civil society participation during the Havana negotiations. The authors then identify key stipulations incorporated into the accord text for specific groups—victims, women, and ethnic communities—and analyze implementation data to evaluate the successes and persistent difficulties in materializing these commitments. Ultimately, the analysis reveals differential implementation trajectories across these communities and isolates key factors essential for achieving robust peace agreement compliance and transformative change.
