Chapter 5 in Handbook on the Politics of International Agreements, 2026, pp 82-95 from Edward Elgar Publishing

Abstract: The examination of environmental agreements from a negotiation theory perspective provides a framework for exploring the adoption of an international agreement as the beginning, rather than the end, of the resolution of a particular issue. Strong negotiation management is as important during science–policy processes as it is during political processes to ensure the salience, credibility, and legitimacy of scientific advice, and to facilitate its communication, translation, and mediation across boundaries. This perspective also provides insights into the role of transnational actors and epistemic communities and ways they can be orchestrated to support the objectives of a common goal, especially in the face of prolonged negotiations under environmental agreements. A case study of negotiations under the United Nations Framework Convention on Climate Change (UNFCCC) explores how orchestration, negotiation management, and distributive justice considerations contributed to the successful conclusion of the 2015 Paris Agreement on climate change.
