Eradicating corruption in German higher education and research: policies, practices, and prospects

Abstract: This chapter investigates corruption prevention in German higher education, focusing on the integrity and quality of education and research. It reviews Transparency International Germany's efforts, particularly the development of a self-audit checklist for universities, to assess their impact on maintaining research integrity. The study highlights the challenges of dependency on third-party funding and the resulting transparency issues. Proposed solutions include safeguarding the independence of scientific research, strengthening transparency and control in research funding, and implementing whistleblower and compliance management systems tailored to research settings. It also emphasizes the importance of applying freedom of information laws to research and disclosing conflicts of interest. The chapter advocates for internal self-audits in universities to evaluate and improve corruption prevention strategies, identifying vulnerabilities and formulating measures to protect the integrity of education and research in German universities.
