Academic corruption in higher education in India: policy and practice

Abstract: This chapter focuses on the confronting issue of academic corruption in India, a context where corruption is considered pervasive. Using a conceptual framework informed by seminal works in the field, the chapter extends earlier empirical research through a comprehensive review of academic literature, commissioned reports, public policies, and media coverage. It constructs a nuanced taxonomy of academic corruption reflecting the Indian higher education landscape. This taxonomy is organised along the dimensions of “forms”, including categories and subcategories, manifestations, and actors involved in corruption. The taxonomy represents a step towards improved integrity, transparency, and accountability in India's large, diverse, rapidly changing higher education system. The taxonomy considers corruption in the following groupings: institutional approval, assessment, and accreditation; governance, leadership, appointments, and promotions; admissions; attendance, instruction, and assessment; and research.
